This is symptomatic of issues with Windows XP service pack 1 and Windows 2000 service pack The symptoms include:  USB devices not detected when computer is restarted.  USB devices not detected when activity is resumed after hibernation.  PC uses 100% of CPU time when USB mouse is moved. USB 2.0 devices are detected as USB 1.1 devices even though they are plugged in to a USB 2.0-capable port.
